Are you looking for more than 24 lanes? The X299 isn't something I'd consider in 2021.
5950x will definitely outperform 10980XE, and memory cache plays a big role. The Intel 10th gen X and XE releases ended quickly because AMD threadrippers are much quicker. Linus also covered this topic. Most consumer lanes aren't really useful.
