The PCIe 3.0 x16 slot remains PCIe 3.0 x16 for the GPU regardless of the M.2 SSD in either slot. The SSD does not affect the bandwidth of that specific PCIe lane.

The GPU receives 16 lanes from the CPU while the drive obtains the x4 lanes from the chipset. The GPU maintains its x16 performance. Note: it's 2 m.2 units now, but the GPU will still function at x16 and the two m.2s will manage their lanes via the chipset. Edited September 7, 2020 by TofuHaroto

From what I’ve seen online, the GPU should still function at x16, while the M.2 SSD could limit bandwidth, preventing both from reaching full speed simultaneously. That shouldn’t be a big issue.
