It seems like you're referring to performance metrics. Around 70 max under full load might be typical, but it could be lower depending on conditions.

No, it's not necessary to remove the cooler, clean the CPU from paste, and apply new thermal paste.

Choose a negative offset for your vcore or adjust it manually to a reasonable value. I've achieved 4.2ghz across all cores at 1.2v on both my 3600s, which helps stabilize temperatures. PBO tends to run hotter and draws more current than the 4.2 all-core setting. It also delivers lower performance.
