You really don’t need a liquid cooler. The 8500G comes with a built-in cooler. Save your budget for other parts.

Checking the comparison between the RX 6800 and RX 7700 XT, and whether they outperform the 4060 Ti or 4070. Also considering the potential upgrade to the RX 7800 XT for the 4070, and the big decision if a Ryzen 7 7800X3D is worth it.

It depends on your budget. 7800X3D? best CPU for gaming. period. You won't regret it. For a 1080p 144hz screen, the 7700XT is sufficient; anything more is wasteful. The 4060Ti isn't worth the price unless you need ray tracing. Check the GPU hierarchy page I linked earlier. If you choose the 7800X3D, consider this cooler: https://www.links.hr/hr/cooler-deepcool-...-010509053 or the Arctic liquid freezer III you mentioned.

What matters for 1440p/4k is GPU and monitor.
Is the RX 6800 better or comparable to the 7700XT?
And how do 4070 and 7800XT compare in price?

4k is not necessary here. 7900XT or 4080 Super works well. 4090 offers the best performance.
For 2k gaming, go with 4070/ti Super for Nvidia, or 7800XT for AMD.
4070 falls between 7700XT and 7800XT.
The monitor you mentioned is the most affordable 27" 1080p model. It's fine, as I mentioned earlier, 7700XT is sufficient for 1080p.
