It depends on your budget. 7800X3D? best CPU for gaming. period. You won't regret it. For a 1080p 144hz screen, the 7700XT is sufficient; anything more is wasteful. The 4060Ti isn't worth the price unless you need ray tracing. Check the GPU hierarchy page I linked earlier. 4k is not necessary here. 7900XT or 4080 Super works well. 4090 offers the best performance.
For 2k gaming, go with 4070/ti Super for Nvidia, or 7800XT for AMD.
4070 falls between 7700XT and 7800XT.
The monitor you mentioned is the most affordable 27" 1080p model. It's fine, as I mentioned earlier, 7700XT is sufficient for 1080p.
