I understand the formatting part is simple with a USB. What’s important is what comes next. Does Windows launch immediately after installation? Is there anything else I should do besides installing it via USB? Do I need to purchase Windows? And which drivers will require downloading after the install?

Indicates you're swapping motherboard, which might mean a Windows license linked to your Microsoft account is still attached. If you can boot from it, press Win + R to open the Run dialog, type slmgr -dli and check the output for terms like RETAIL or OEM. If it shows RETAIL, you're free to move your Windows copy between devices, though only one system can remain active at once.
