They must identify the root cause of the problem; otherwise, it’s likely to repeat. Changing formats every three months seems excessive. Once a year might work, but more frequently than that isn’t practical. Every ninety days could be better.

Bingo! Not all files need to stay on the C:\ folder. A clean format will help everything run smoother, and it took me about an hour and a half to get things back in order.

Why would you need to change formats so often? Using an SSD can actually extend its life. The person asking isn’t having any issues since 32GB of RAM is enough for most users. It’s not surprising that a lot of their memory remains unused.
