Please note the clarification. Try launching in both Legacy On and Legacy Off modes. For instance, your boot drive might be in legacy format, but if the BIOS is set to Legacy Off, it won't recognize it.

13th gen I doubt Legacy will be supported. UEFI must be running for proper boot. Does the Windows installer recognize your main SSD? (How many drives are connected?)

Review the setup file once more, choose "Custom" installation, remove every partition from the device. (Yes, all of them). Then press "Next". Avoid creating new partitions—let the installer handle that. Observe the process.
