Thank you for the video—it's really helpful. I'm considering focusing on the core 7 approach. Allocating those savings to the GPU and RAM sounds like a smart move.

My budget is approximately $1300 USD.
I think that would be significantly too low, so I would increase it by $1000.
If you plan to use it heavily for work, I recommend a 9950x multiplier (assuming you don’t play games, otherwise 9950x3). And consider 5070ti with 64 GB RAM.
