I chose a USB-C to ethernet port as a workaround. It’s fine for me. The GPU, however, is more important. I’m replacing it with a GTX 1060 in the hope it resolves the issue. Right now I’m using the updated system but running the old GTX 1060 alongside. Since that works, it seems the GPU might be the problem. I’m puzzled about why the RTX 4060 functioned in another configuration before.
The motherboard swap didn't resolve the issue. The power supply unit was also replaced, going from 600W to 700W. This hasn't been an issue I've encountered before.
PCIE riser creation needs to align with the BIOS configuration. Since my PCIE riser version is 3.0, the BIOS settings should also reflect that version.
