What is your CPU activity? -> Dropping the crossfire might assist? If not, replacing the cards could help? -> The issue appears after you power down the machine briefly and then restart it. -> How does performance feel during gameplay? - Have you removed the graphics drivers, rebooted, and updated them?

as mentioned earlier, the system reports cpu usage around 5 to 15% with 4.9 gb of ram in use out of a 16 gb gpu. the control cataclyst shows atm at 300mhz, memory clock at 150Mhz, fan running at 40°C, and 29% of shadow of mordor was played before. it was ultra with vsync disabled and no lag observed.

Consider using a single GPU... Or remove and reinstall GPU drivers.
