Mobo x670e with a Ryzen 7 7800X3D, 64 gigabytes of RAM, an Eadeon RX 6800 XT GPU. The PC setup was just completed; the CPU lights up red, then turns off, and the VGA display also goes red. Possible reasons for this issue.

Please post full specs. Which x670e motherboard? Model and kit numebr for RAM? PSU?
VGA LED indicates a problem with the 6800XT, but there is not enough information.
Are all PSU cables hooked up and tightly connected? You can unplug and reconnect them.
All power cables connected to the 6800XT?
Motherboard CPU headers connected?
Did you flash BIOS or is it still the same one that came with the motherboard? CAREFUL~! if flashing BIOS. It can brick a motherboard. If you're still on the factory BIOS, update it to the latest available from the motherboard manufacturer. Follow instructions in the manual!
