Check for "System sounds" in the Start menu. Disable "Play Windows Startup sound" if needed, then search for additional intrusive noises there.

No, it's not a Windows audio file. It's another process running during startup.

Hello, I'm checking if DS4Windows is installed on your PC. If it is, that means the program is active and ready for use. You might want to turn off the sound if it bothers you, though I’m not sure which setting to adjust.

Wow, that was it! Thanks a lot! For clarification, I used a different program—SCPToolkit—to link the PS3/PS4 joysticks to the PC. The sound file is at C:\Program Files\Nefarius Software Solutions\ScpToolkit\Media\startup.ogg. (I had to search for .wav files instead.) Thanks again! Hope it works for @Surcof as well.
