Sorry for the simple question, but do you also have a screenshot of the Steam download? There are still many possible issues like a faulty port on the router/switch/PC, incorrect Steam settings, Windows problems, or even with your router itself.

It's great you're getting 344 kbytes/s instead of kbits/s. You're just short by about 600kB/s to reach your 8mbps target, which is only half of what you're paying for—disappointing. I think your 1&1 device might be a FritzBox. Their lower-tier routers have 'eco' ports that don't support gigabit speeds, so double-check you're using the right port. Even then, Steam should perform similarly to what Speedtest.net shows. Would you like me to try a different PC?
