It occurs in Minecraft at 1440p regardless of settings. V-sync isn't enabled, and I achieve around 110 fps with render distance at 24. My GPU is only about 60% used, and I disabled the FPS limiter. @Eigenvektor

The Java version of Minecraft runs on a single core or thread. Check each core separately to see CPU usage. If one core reaches 100%, you're restricted even if overall usage seems low. When only 1/16 threads are fully used, the reported usage might appear minimal (like 6%), but if that specific thread is the sole resource available to the engine, performance remains constrained.
