You're facing a tough situation with your Surface RT. It seems the system is stuck in a broken state, with no updates available and no reliable way to install them. You've tried everything from Windows resets to Tegra hacks, but nothing works. Given the current issues, it might be best to consider replacing Windows or switching to another OS that can function properly. If you're open to alternatives, let me know what you'd prefer!

Have you attempted using media creation to set up Windows 8.1 on a USB drive? The installation key should be embedded in the device itself. You might also consider transferring them to Windows 10, as I think. Accessing the BIOS/UEFI and turning off Secure Boot or TPM1 has been done before when a Surface had a BitLocker issue. I don’t remember the precise steps, but I recall holding down the power and volume buttons during a reboot to open the full menu. It’s unclear if that will work.

I haven’t used the media creation tool yet, but regarding the BIOS, I’m having trouble getting in. Pressing volume up and the power button doesn’t work, which is making it really hard for me to use this device.

It might be a faulty button. If that's the issue, you'll need to turn off the heat gun from the screen to access it. It probably isn't worth it. Do you have a 99% ISO cleaner to wipe it down and check?

I also have isopropyl alcohol to help clean it up. I'll give it a shot and check if it makes a difference. Appreciate the suggestion; thinking the power button issues might be the real cause.
