It seems like the issue might be related to Steam rather than the other services you mentioned. The download times for games on Steam appear to be slower compared to others.

It's strange... The screenshot from Steam displays Mbps instead of MBps. Usually it shows MBps, but now it looks different. Maybe checking the Steam settings could help identify which servers are active.

You can adjust how Steam shows your download speed in the settings, ensuring the units align with the examples you provided. I’ve cleared my download cache and confirmed the region matches, but I’m still stuck.

Consider changing your download region. The London data center might be busy or your ISP could have routing problems. Countries like the Netherlands (Amsterdam) and Germany (Frankfurt) offer strong infrastructure with extensive peering agreements, providing ample bandwidth. You should experience fast speeds from these locations, though you may need to switch Steam or restart it for downloads from other areas.

I tested it on both NL and DE Frankfurt sites, and they both reached around 1.6/1.5 Mbps. That's a good result, though it doesn't appear to resolve the problem.

The game finally downloaded, giving me two clues: first, it seems I had sufficient space on the drive, and second, the download likely progressed more quickly than expected (Assassins Creed Syndicate is a 32.5GB title at 1.6 Mbps should have taken around a few days, but it actually completed in roughly ten hours). This aligns with the current peak speed of 160 Mbps, though I can't see when or for how long that speed was reached. I'm unsure what actions I was taking during the download. Would there be a way to export a detailed log of the download speeds over time? I'll try checking the ISP shaping suggestion tomorrow evening and let you know my findings. Thanks for your assistance everyone.

Could have looked into Task Manager to verify if it matched the speed Steam indicated.
