Your system's performance on idle seems high, it needs more power and operates at fast speeds. Everything appears to be functioning correctly after disabling PBO in BIOS and switching to Windows balanced power plan. If the issue persists, the Ryzen Power plan might need adjustment.

Restart CMOS and apply the Ryzen Balanced setting. Install the newest Windows updates, BIOS and chipset drivers, and use Ryzen Master to monitor it.

It's not completely off; several services are active like Discord, Steam, GHUB, Spotify, AI Suite, and my keyboard software.
