I recently purchased 32GB of RAM at 3200MHz, but upon installation and booting up my PC, I noticed it only displays 1067MHz. I attempted to use XMP settings, but the speed remained unchanged. Check the RAM speed in your BIOS settings. Does it match 1066mhz or 3200mhz? You can try adjusting it in the BIOS. XMP settings aren't always accurate. Make sure you update your BIOS as well.

Your setup likely can't support 3200, so it reverts to the standard JEDEC speed for that RAM, which is 2133. You might attempt loading a different XMP profile (such as 2933 or 3000) or you can enable XMP and manually lower the speed to 2666, which works with all Zen and Zen+ processors.
I faced the same CPU and encountered a similar issue with lowering my 3600MHZ RAM to 3200MHZ. I adjusted the voltage and clocks, managing to get my 32GB at 3000MHZ with some fluctuations. It’s not ideal, but it works consistently. Attempting 3200MHZ causes the system to restart into safe mode, and lowering clocks also leads to instability when upgrading RAM.
Just to confirm, when CPU-Z shows 1066, you should double it to get the actual speed—about 2133 MT. When you reach 3200 MT XMP, it will display 1600MHz. How many RAM sticks are installed?
