Your clock runs between 4200mhz and 1400mhz, but it's not stabilizing at exactly 1400mhz. As the frequency drops, your CPU performance suffers. Please help me fix this.

It might be anything. Consider using more monitoring tools to verify the drop into a low-power state is genuine.
