your pc appears to be running efficiently under gta v, using about 90% of the cpu and memory. the cpu is not reaching its full speed, and the core clock stays below maximum. this could be due to system load or background processes affecting performance.

What processor are you using? It's okay if games don't require full CPU usage; otherwise, you might hit a performance limit. The graphics card should run at maximum capacity, not the CPU.

I received 3,220 even though I pushed it under stress; it never exceeded 90% capacity.

Max GHz typically refers to one processor handling that frequency. For reduced performance, consider thermal effects as well.

Understanding temperature is crucial since excessive heat prevents the frequency from reaching its peak performance.

Don't rely on your own assumptions, use HWMonitor to check CPU temperatures. If it's not hitting its boost frequency, examine the readings.

Verify the temperatures. Consider employing HWMONITOR; your i3 is quite outdated and may lack capacity for current demands. Also, its thermal paste might have dried out since it hasn't been refreshed.
