You have a used PC with both an AMD Radeon RX Vega 11 and an NVIDIA GeForce GTX 1060 6GB. It seems it works well on the AMD GPU alone. Running both at once isn't straightforward, but you might try using software that supports multiple GPUs or adjust settings to prioritize one over the other.

Connect your monitor to the GTX1060 and it should recognize your main graphics card as the Nvidia model. Using both simultaneously doesn't make sense because their processing capabilities shouldn't be combined in a single game.

The AMD Radeon RX Vega 11 is built-in graphics on the CPU. When the system detects it, I recommend disabling it in the BIOS so the PC runs solely with the GTX 1060. Make sure the HDMI cable is connected to the GPU if available. This should resolve the problem.
