From a system requirements standpoint, you're almost there (minimum x2 6400+). It should work, but as your setup expands—CPU may occasionally slow down. If you're using an AM2+ or AM3 board, I recommend getting a second-hand performance upgrade.

it'll be fine, but with insanely big cities, you may encounter some notable lag. that said, its a very slow paced game, so the low fps wont be tearing your eyes out as bad as it will on for example CS:GO.

What kind of build are you looking at on the AM2+ socket? If yes, AMD Phenom X4 is available at low prices on eBay, starting around 2-4 cores, perfect for your needs.

MMMM, a single PC setup. Sadly my rig supports only AM2 chips, and based on what I know, probably just dual-core X2s. But as the saying goes, you'll be okay—just plan to upgrade later...
