The cooler's liquid level is the question. The pump seems to be functioning correctly. Many users face issues with Corsair coolers because the mounting isn't secure—this happens when the cooler tubes are rigid and can't be seated flat. Try reattaching it without the cooler inside the case so the tubes are relaxed, then once the block is properly seated you can put the radiator back in. If the liquid remains chilly while the CPU runs hot, the mounting likely needs fixing.
The PSU might be supplying unstable power to the GPU, leading to significant underclocking. Regarding cooling, the case should provide adequate airflow. The fan placement on the radiator matters—if it’s not pulling air effectively, temperatures could rise.
Ive tried it all.... nothing seems to be working! im sick and tired of having a decent computer i spent alot on and NO returns ... any chance changing my CPU to something newer (same slot size) would make a difference? or is my computer a lost cause?!? this sucks
