CPU usage stays below 15% and clock speed never reaches 0.54 GHz. Basic operations aren’t possible. Tried changing power settings already.

It's three years old with CPU temps at 40°C, a hotspot around 50°C.

Remove the BIOS CMOS battery, reinsert it, then restart. Reinstall Windows may assist. Check if the CPU cooler is faulty and the motherboard automatically lowers the GPU frequency. Try booting with a single RAM stick. Please share any update information you have.
