I'm just starting out with overclocking. I reset my motherboard to the default settings, turned off the turbo mode and quiet settings, then upgraded my OC from 3.5 to 4.0. But on Windows it shows 4.02. Does that count? If yes, why does it display the .02 even though I didn't adjust any multipliers?

you didn't touch the multipliers, right? You mentioned overclocking from them, but they weren't affected. Oh, and that doesn't matter—CPUs don't run at the clock speed listed on the box. They usually differ by 0.01 to 0.05. That's normal, just how they are. The companies just round it off, that's all.
