I just upgraded my PC with a Ryzen 7800X3D and 32 GB DDR5 RAM. In my older setup I also had 32 GB but it used DDR4. It’s been happening odd stutters while watching YouTube at 720p. Task Manager showed 88% RAM usage, but after checking it didn’t add up. Restarting the PC fixed it. For comparison, Armory Crate uses about 247.3 MB, which is roughly 1.9% of my total RAM. That would be around 13 GB, not 32 GB as I thought. I’m confused why the system lists 32 GB when the numbers don’t match.

The problem lies in the calculations within this image. It claims 247 MB should equate to roughly 0.75%, yet it displays 1.9%.

The displayed figures represent the share of each process relative to the available memory, not the overall system RAM.

That's not the full picture. The figure represents the committed memory share. Calculating 0.019*14GB gives you 266MB, which is just a minor rounding difference from what you see. Overall, there are no concerns here.
