Maybe (even though not every ISP prefers altering user IP addresses) but if they don’t understand the reason for your ban, it’s likely to repeat. I experienced this with a forum—my IP had to be listed as an exception so I wasn’t caught by the spam filter. This might become complicated if their IP ever shifts.
