You're experiencing a mismatch between your connection speed and the download rate. The router's capability is limited, but the game is using more than what it can technically handle. That’s why you’re downloading at 23.6 Mbps despite the 12.5 Mbps limit.

Do you have its own modem or does it come built into your router? And is your device linked through a wired or wireless connection?

The model of your modem and router is either Steam's inaccurate speed reports or you're using a gigabit device.

The device is an older D-Link model with hardwired connection and no Wi-Fi capability.

The gadget you connected is a hub—similar to a switch but with the drawback of sending all traffic to every port. It's a 10/100 device, yet you need additional components to function properly. If your computer connects to this hub, its maximum speed will be limited to 100Mb/s, and Steam’s download meter might behave strangely to determine its actual performance.
