Your internet connection is slowing down when using the powerline adapter.
When I power up my PC from shutdown or sleep, I often need to reset the powerline adapter before it connects to the internet. It seems this issue might be linked to Windows Insider builds, as it worked before but now requires either a reset or turning off the Ethernet NIC on the motherboard and rebooting.
