No, the ADSL router is not set to bridge mode and therefore does not block layer 3 functionality.

If the interface isn't reachable on the ADSL modem even after restarting, consider performing a factory reset and then attempt to set it up in bridged mode again.

Turn off DHCP unless it's the sole router on the network. Having several DHCP servers seems to be the cause of your problem.
