Your i5 11400H is running at a high frequency—up to 13,000 MHz according to the monitor. The turbo speed is listed as 4.5, but you're seeing much higher numbers. This discrepancy can be explained by the CPU turbo settings or system load. Checking the CPUID HARDWARE MONITOR should help confirm the actual clock speeds. Others sharing similar experiences? The issue with HWMonitor on newer hardware is likely due to a software problem. Try using HWINFO64 instead. A screenshot from Task Manager showing 40GHz+ might not be available, but you can check other sources for confirmation.
It might be a misreporting. I've experienced the same problem with CoreTemp too—my i7-10710U would reach up to 15GHz and never drop below 2.1 GHz. It seems something was multiplied by three, just like it happened to me. The issue was resolved after an update from CoreTemp.
HWMonitor also experienced some power usage problems. For example, my i7-9700 reached a peak of 500 kW with 400 kW from memory and around 450 kW from the GPU. I’ve seen this happen only after the PC had been asleep. Edited April 18, 2023 by DreamCat04
