Check if relocating GTA 5 to a different external drive works, swapping WD for Seagate or vice versa. If issues persist, remove the Intel graphics driver as it may be causing the problem.

Certainly, 70°C fits well as an appropriate temperature for an OEM-cooled RX460.

Additionally, the GTX 10 series and RX 4xx models aren't well integrated into GTA 5, and they're not fully optimized. I experienced slow performance at low settings when using a GTX 1060, but after reviewing my GPU load it stayed between 40-50%. Raising the maximum settings improved things, achieving around 80 frames per second with 80-99% usage on my graphics card.
