I have an R5 1500X with a GTX 1060 and 6GB RAM. In PubGame I'm seeing around 70 FPS, GPU usage is about 70%, it drops to 30 sometimes, while CPU usage stays low at around 10%.

It’s a modest performance, still acceptable if everything functions properly. I’m not familiar with the 1500x model, but I think it’s likely a 1600x without hyperthreading—perfectly fine, 6/6. This isn’t typically available in my region, and even at 10%, it’s barely utilizing a full thread. If it reached 10% and 97%, it would be as quick as it can be; at 100%, there might be a problem, though a 70% rate still limits progress. It won’t speed up significantly but will improve. I’ve heard similar issues with 3900s—often they stall at low clock speeds and avoid increasing further. The solution wasn’t too complicated, though I don’t remember the exact fix. Please verify the CPU speed; it might be under 1GHz.
