Occurs every 2 to 3 weeks yet the name captures it perfectly. In games (typically CS & OW) my FPS falls to 30 - 20 instead of the usual 200 - 300 fps. Details below: GeForce GTX 1070 Founders Edition Intel i7 6700k 4.00 GHz 8M Processor Cache 4 LGA 1151 ASUS Motherboard ATX DDR4 LGA 1151 Z170-PREMIUM Corsair Dominator Platinum Series 16GB (2 x 8GB) DDR4 DRAM 3200MHz (PC4-25600) C16 Memory Kit Samsung 850 PRO - 1TB - 2.5-Inch SATA III Internal SSD Corsair Hydro Series H100i v2 Extreme Performance Liquid CPU Cooler NZXT S340 Mid Tower Case CA-S340MB-GR Matte Black/Red Corsair 1000W RM Series. I haven’t put thermal paste on recently, but it worked with the water cooler—plenty of it. The PC was built in July of last year. EDIT: I wonder if I should have mentioned how long this takes."

Check the temperatures using monitoring tools to observe RAM, CPU, and GPU activity. Identify which component is consuming the most power or triggering caps—this might indicate a memory leak if readings remain stable.

Skype or Discord shouldn't impact his FPS. The issue might stem from an app consuming over 50% of his resources—like a basic audio tool that crashes—or a subtle virus interfering with his system.

I also experience this odd problem where my GTX1070 stays at 23 FPS right after launching Overwatch immediately after booting the PC, refusing to reach normal speed. When I restart the system (not power off), it works smoothly and runs at 100–165 FPS with a 1440p monitor. I still don’t understand the cause yet—just tried the workaround above.

Just reinstall the GPU drivers and try using DDU. If that doesn’t help, reset your OS from scratch.
