Since the fall creators update was installed, my games have been loading much slower than before. I tried updating the video card driver and ensuring I had the latest .NET framework, but the problem continues. In the task manager, when a game starts loading, the drive it uses seems idle most of the time while my CPU works similarly. During this process, my RAM gradually fills up very slowly. This situation doesn’t seem logical—anyone have advice? Is this issue common among others?

Your system uses a single drive for the operating system and another for game installations. Which drives are you connecting for each purpose?

for a tidy system it helps to remove the excess leftovers from FCU. this won’t change things entirely, but it should clear any remaining debris. if you want extra assurance, run sfc /scannow in admin mode via cmd to check for any corrupted windows parts after the update.
