Speedtest.net and other alternatives are set to use nearby servers only. The slowdown could come from traffic further ahead, so try checking speeds from a server in another country or location. Your internet provider might also be limiting common services such as Steam, Netflix, and Windows Update.

The fastest connection sets the pace. Downloading at 600 Mbps doesn't guarantee the server can also deliver at that rate. A server with a 1 Gbit link will need to divide its capacity among many users if it's handling high traffic.

I have tried super late at night and its still capped, Its i3 Fiber connection but they might have capped download speeds.

At night in the middle of the day varies by location. Whether it's a good time depends on the server's position.

It's true. I'm leasing a VPS in the United States with a 400Mbit limit. The cost depends on its purpose and the budget of the operator, so capping helps manage expenses. If my goal is to support 100 clients, I might decide to further reduce the per-client limit to 4Mbit.
