This could definitely be an unusual GPU whine. Your 12700k includes built-in graphics. Would it be okay to take the GPU out and check if the noise disappears?

Not immediately, but I'm pretty sure this comes from the GPU since I'm doing an auto overclock. It's gradually increasing the usage, tweaks the voltage, and keeps ramping again. Every time it hits a load, the noise starts and stops whenever the usage drops.

It might stem from the GPU using less power, causing a light coilwhine. If the sound appears only during heavy use but disappears when idle or while browsing, it’s likely GPU coilwhine.

I once needed to return a defective GPU because of excessive whine, and later received a replacement that was much quieter. It took me two weeks without having a GPU again.

I don’t believe you still have warranty coverage for your GPU. You bought it a while back without thinking much about noise, but I’m not sure it’s safe for your system.
