On your Microsoft account, you used a Windows 10 Education license for your desktops while having a Windows 10 Pro OEM version on your XPS 15. Recently, when you attempted to remove the device from microsoft.com/devices, your desktop was still linked to the XPS 15 OEM license. You expected OEM licenses to be non-transferable, but it seems there’s an issue with activation status.

All licenses linked with an MS account can be transferred. The single-device rule stays in place. This means the laptop is inactive until you access the MS account for it.
