That... doesn't really tell me anything. I can run it at 768p max settings except AA on IHD 4400 and get 60 FPS... so no reason why 4600 can't do 1080p low-medium.

GPU refers to the graphics card. Those CPUs will essentially perform similarly, as CS:GO relies a lot on single-threaded performance
