Hello, I'm having trouble with my Intel i5-10400F. It's stuck at 2.9Ghz even though the turbo/boost is listed as 4.3Ghz in the specs. Playing any game doesn't change the speed much. When I check via Intel's diagnostic tool, the turbo speed shows as 2.9Ghz, which matches the base speed. I haven't changed any BIOS settings, and everything seems to be set to default. The motherboard is MSI H510M-A Pro.
In the CPU configuration, can you adjust the BIOS to manually change the clock speed? You might attempt a setting just below the actual turbo rate, such as 4.1.

Verify Speed Shift appears green in the ThrottleStop interface, matching HWiNFO’s display when properly enabled. Share any ThrottleStop screenshots if issues persist. Examine the main window, FIVR, and TPL windows. Check the Limit Reasons section for throttling causes. If turbo limits are too restrictive, Intel Turbo Boost may also be disabled.
