I begin my PC as usual, loading smoothly and the wallpaper engine doing its job. But suddenly performance drops sharply—FPS plummets and the engine’s CPU usage jumps to 95%. Normally it only uses around 4%. In games where I’m playing at high settings, I now see just 14 FPS on low settings. Overall, my system feels much slower. Once before, a full Windows restart resolved it, but I don’t want to risk that again. Please help me fix this issue.

Well id say uninstall wallpaper engine. Or try a different wallpaper. Over the years there's been multiple community ones that got crypto miners inserted and did this. Could be the wallpaper got updated and it's now super badly optimized. Other common issues are overlays like discord, overwolf, razr synapse and such causing issues like this.
