My computer fails to power on after shutdown, only occasionally activating if I disconnect the power supply for over two hours or remove the CMOS battery for more than five minutes. Once it starts, performance is smooth with no lag in games or issues. Sleep mode also keeps it running. After rebooting, it remains off permanently. I've tried various troubleshooting steps—running memtest86, updating BIOS, disconnecting peripherals, using bridge mode on the PSU, and verifying voltages—but nothing resolves the issue. My PC previously worked fine until one night it froze and displayed a blue screen before turning back on. It now behaves as described. I have an Intel i5 7500 with 2GB RAM, MSI Z270 graphics, Gigabyte Gt 1030 motherboard, and a 500W PSU. Please help me get it working again.

Consider testing every electrolytic capacitor on the motherboard.

I verified that all capacitors were discharged and didn't notice any faulty ones. I'll recheck later.

From the beginning, you received only four electrolytic capacitors, which makes me think there might not be a problem. They seem to belong to the sound interface. Looking at the photo of your motherboard doesn’t reveal anything obvious. You could try testing each part separately on another computer to see if they function correctly. If everything checks out, the issue likely lies with the motherboard itself. Good luck!

Have you reviewed your system settings for any irregularities?

I know it works, but nothing has improved. I’m planning to check each part with another friend’s PC to find out what’s wrong.

It was the power supply unit that caused the issue, I’m not sure why. Using another PSU made the PC start up and run normally without those problems. The part I’m confused about is that my PSU consistently provided the correct voltages, yet the PC still failed to boot. That’s what I think happened. Thanks to everyone who helped me.
