When you play other games, your PC remains quiet, but during Red Dead Redemption 2 it produces a lot of sound. It could be the fan, but I'm not sure if it's damaging. The audio file is RDR2_Noise.mp3.

It’s unlikely, as PCs produce many noises that are entirely safe, but we must actually hear them to confirm. Record a video or audio capture of the system during gameplay (run an in-game benchmark in RDR2 or similar) and share it so we can understand the sound.

This resembles coil whine, which is completely safe and not something to be concerned about. Most contemporary GPUs exhibit varying levels of coil whine, with some models showing more than others.

It seems like the whine is similar to coil whine, but it would only matter if it appeared on a new or recently changed system. My previous 1070 Ti didn’t produce this noise until I pushed it to higher speeds, and then only during those sessions. Keep in mind that various games can affect components differently, leading to variations in the sound level.
