Consider the real devices instead of estimates. Up to 5GHz on a few cores, PBO is in play.

It appears mostly consistent overall. Only one CCD reaches 5GHz, while the other stays well below it.

Sure, your timepieces seem quite alike when you're not using PBO. You won't notice a full-core 5GHz connection unless you're paying close attention.

Did you test with and without PBO? PBO can help in some cases but may cause issues in others due to various factors. Also, try to limit background processes during testing.

The 5308Mhz "effective" speed might be an error. HWiNFO calculates it by dividing the real clock speed by the ratio of active to sleep time (based on C0 power state duration). This means the effective reading can't exceed the actual speed, though it sometimes appears higher in certain situations. An effective clock above 100% utilization isn't feasible. TL;DR "effective" tracks usage and states, while regular clocks show true limits.
