They’re offering a deal where the cost is reasonable compared to what you’d expect, especially since it’s included with other products—whether free or paid. What are they trying to achieve?

HEVC became royalty-free in 2017. The main reason MS charges is because they understand many users might overlook this and choose to pay when the warning appears.

It's really frustrating. Last year it was easy to get a free OEM version of the HEVC codec, but now you need to buy a code to download it.
