I saved Typora as a tar.gz file from their website. I looked for a READ ME or INSTALL file but couldn’t find it. After extracting it to my desktop, I have all the files inside. I can launch the program by clicking Typora, but I’m unsure how to set it up on my system.

There was no such repository found. It seems the developer might have made a mistake, or the version doesn't support 18.04.

Yes, there are aspects that can't be confirmed. The PPA isn't ready for 18.04 yet, and Typora isn't ideal for creating markdown files.
