It's okay with an extra 4; it's not necessary in my view. While it exists for overclocking, a 7950X won't stress a single 8-pin connector, even at cryogenic temperatures, making the 4-pin somewhat redundant.

No, there isn't any. Most power supplies come with cables that split at the end, so plugging in half works fine—it doesn't matter if you connect all 12 or just 8, as long as you have at least 8 pins connected.
