Are you connecting straight to the switch using the WAN link? You'll likely need to set up NAT before proceeding, so the path would typically be internet → router → switch → remaining devices. Do you require management capabilities? Any particular functions? Or is this simply about linking them together?
I’m really impressed by Netgear’s ProGear switches. Even though I dislike their consumer products, I’ve tried them and they perform exceptionally well.

Since downloading works but uploading struggles, it may point to a router issue rather than PC limitations. Consider testing on another PC or device to confirm. If the problem persists after switching, you can return the switch.
Well, if it's that simple, any non-managed switch from a recognized manufacturer should work fine. However, if you can't connect directly from the modem or line into your PC, it's likely you won't be able to move from the modem/line into the switch and then to the PC either.
