Purchasing a retail key for Windows 10 today lets you upgrade to version 11 without cost, and it will work properly with that key. You won't receive a new key; your existing retail Windows 7 key remains valid for versions 8, 8.1, 10, and now 11.

You can switch to Windows 11 easily if you already have Windows 10, but it depends on your support status. You only have a limited time to revert to Windows 10, and it's unclear if this option will be available later. It might not be worth the effort for even minor upgrades.
