Occasionally it's still feasible to enter safe mode with all users turned off. You can later restore admin access from there. If you manage to locate a method to launch the command prompt, that's another option. There are several questionable techniques to achieve this.

I just completed a restore and everything functioned properly. I went through all the issues, realized it didn’t work before, but it’s still fine with W7. It won’t offer any extra benefits in W10.
